Lisa Dillard serves as acting deputy director of the Strategic National Stockpile (SNS), which is managed by the U.S. Department of Health and Human Services’ Office of the Assistant Secretary for Preparedness and Response. In this role, she facilitates the work of the SNS in the overall federal emergency response infrastructure while providing strategic leadership, a focus on priorities, and high-level coordination with federal agencies, public health authorities, the U.S. healthcare system, and commercial supply chain partners to support the SNS mission of supplementing critical medical supplies in a public health emergency.

Previously, Ms Dillard served as chief of the SNS Information and Planning Branch, where she prioritized a focus on customer service and support to federal, state, tribal, territorial, and local partners. Ms Dillard is a proponent of public and private partnership integration to enhance preparedness planning prior to an emergency response. As part of this focus, she was integral in establishing a collaboration between the SNS and the Health Industry Distributors Association to host a series of workshops and tabletop exercises to explore the commercial supply chain’s role in public health emergency responses. In 2020, Ms Dillard managed the SNS’ overall COVID-19 response and served as project manager for the SNS 2.0 initiative to better prepare the SNS now and in the future.

Ms Dillard joined SNS in 2002 following a career as a military intelligence officer in the U.S. Army, where she completed a variety of assignments throughout the United States, South Korea, and Southwest Asia. She is a graduate of North Carolina A &T State University with a degree in accounting.
