Carl joined FCEMHS in January 2020 as the inaugural Homeland Security Coordinator. His role encompasses a counterterrorism approach to strategic initiatives, technical guidance, risk and vulnerability analysis, exercise planning/execution, and coordination with local, state, and federal partners for all homeland security related issues.
Carl spent 23 years with the military, retiring as an AGR Army officer within the Military Police Corps in the Ohio Army National Guard. Outside of over 1000 days of T10 deployment, Carl had several mentionable assignments with 19th Special Forces Group (Airborne), the Weapons of Mass Destruction Civil Support Team (WMD-CST) in Ohio and Indiana, the Indianapolis FBI JTTF (Joint Terrorism Task Force), and the FEMA Region 5 Homeland Response Force (HRF). Carl was a key planner for countless NSSE/SEAR events to include the NCAA Final Four, Indianapolis Marathon, Big Ten Basketball Tournament, Indy 500, Brickyard 400, Ohio State Football, Columbus Marathon, Major League Baseball ALDS, MLS, NHL, and NBA games, Republican National Convention, as well as NFL games and Super Bowl 46. He has also planned and executed over sixty full-scale counterterrorism exercises. His last role in uniform was as the G37 Training/Exercise Branch Chief for overseas interoperability and counterterrorism exercises with NATO partners and Balkan States.

Carl holds certifications as an Ohio Peace Officer, Paramedic, EMS Instructor, Tactical Paramedic, HazMat/WMD Technician, and former Firefighter. Carl has a master’s degree in Homeland Security from Penn State University and is pursuing a doctoral degree in Public Administration.
