Clay Pacheco is a 26-year veteran of emergency preparedness and incident management both in the Private Sector and County government.  Currently, he serves as CEO of the Emergency Preparedness Group, LLC and is the Project Manager for the Indiana/Kentucky Complex Coordinated Terrorist Attack Program.  Mr. Pacheco holds a bachelor’s degree in business administration and is the former Deputy Director and UASI POC for the Consolidated City of Jacksonville/Duval County Florida Fire and Rescue Department’s Emergency Preparedness Division. His duties included day to day operations of the Division as well as the EOC during activations: to include all aspects of planning, training, EOC and All Hazards Incident Management Team preparedness, response, recovery operations. Mr. Pacheco developed plans and conducted over 50 exercises as an Exercise Director, he also wrote and administered over 150M in grants, managed state & federal audits and served as Deputy Incident Commander or Operations Section Chief when activated in the EOC for disasters, incidents or multiple Special events.

Additionally, in a 2008, Mr. Pacheco developed an analytical system for reviewing each year of FEMA/DHS’ Urban Area Security Initiative (UASI) spending for the Jacksonville UASI and projected the areas of monetary need for future spending.  Utilizing the information collected and analyzed through this system, Mr. Pacheco was able to complete the Jacksonville UASI 2008 Gap Analysis Report for use in the subsequent funding years. The Gap Analysis Report reviewed spending by discipline, category (i.e. Planning, Exercises, Training, Equipment, Organizational), and through the thirty-seven (37) Target Capabilities as defined by the FEMA/DHS at the time and the Jacksonville Homeland Security Strategy (HSS).  This initiative was identified as a national best practice by DHS/FEMA OIG in February 2012.

Prior to Jacksonville, Mr. Pacheco served as the Operations Section Chief during activations of the Miami-Dade County, Florida Emergency Operations Center and coordinated resources that related to the restoration and support of County operations during the preparedness, response, and recovery phases of Hurricanes Charley, Frances, Jeanne, Katrina and Wilma.

In addition, Mr. Pacheco has served as an “on-scene” Planning Section Chief or Liaison Officer on several of Type 1 incidents or Special Events such as the Berkman Plaza Garage Collapse, the T2 labs explosion, several chemical rail derailments, and the 2016 Republican National Convention. Furthermore, Mr. Pacheco has been a mobile training instructor for the Naval Post-Graduate School.

As previously denoted, Mr. Pacheco is the Project Manager for the Indiana/Kentucky Complex Coordinated Terrorist Attack Program and is responsible for managing all planning, training, and exercise initiatives for both states and coordinating CCTA activities with stakeholders in Indiana/Kentucky.
