Securing the Cities Program Manager for the Bay Area UASI, Mr. Yin is responsible for the overall development, implementation and validation of policies, deliverables, and timeline requirements of the STC grant program.  This includes chairing and facilitating the Principal Partners Committee, reporting and coordinating the region’s strategies and capabilities with the Countering Weapons of Mass Destruction Office and with the State and Local stakeholders and first responders.  

Mr. Yin has spent over 30 years in all levels of government.  He reached the highest level of civil service in law enforcement and retired as a Captain with the San Francisco Police Department (SFPD).  He enjoyed commands in all sections of the department including Patrol, Investigations, Administration, the Airport, and Special Operations.  He was also an attorney for the SFPD and graduated law school on the student JAGC program from the USNR.  He has been in active practice for 27 years and has taught as adjunct at various local universities and colleges for the past 23 years.  He currently is adjunct at the Louisiana State University – National Center for Biomedical Research and Training.  

Mr. Yin holds a BS from UC Berkeley, an MS in education from San Francisco State University, an MA in Organizational Leadership and Theory from the University of San Francisco, and a Juris Doctorate from the UCLA School of Law.  He is also a graduate of the California Command College, the Supervisory Leadership Institute, the Master instructor Certification Program, and Leadership SF.  Mr. Yin continues to be an active skateboarder and enjoys having one of the largest private collections of long boards in California.
