Natalie Gutierrez is the Managing Deputy Director for the Office of Public Safety Administration for the City of Chicago, where she provides executive leadership for the administrative, financial, and operational functions supporting the Chicago Police Department, Chicago Fire Department, Office of Emergency Management and Communications, and the Office of Public Safety Administration.

She oversees a public safety enterprise that includes a $3 billion operating budget, more than 21,000 employees, 4,800 fleet assets, and 151 facilities. Her portfolio includes finance, grants, contracts, workforce planning, labor coordination, facilities, fleet, and administrative services, ensuring the City's public safety agencies have the resources and organizational support needed to deliver critical services.

Throughout her career, Natalie has led transformative initiatives that have strengthened municipal operations and advanced public safety. She directed Chicago's largest public safety organizational restructuring, achieving significant operational efficiencies and multi-million-dollar cost savings. She has also led complex grant reimbursement initiatives, modernized critical public safety infrastructure, and implemented governance and accountability improvements that enhanced organizational performance and long-term sustainability.

Natalie has extensive experience leading organizations through complex operational challenges, including the COVID-19 pandemic, the City's migrant response, major capital infrastructure initiatives, and periods of fiscal constraint. She is recognized for her collaborative leadership style and her ability to align strategy, financial stewardship, and organizational excellence while building partnerships across government, labor, regional agencies, and community stakeholders.
A champion for public safety and homeland security initiatives at the local, state, and federal levels, Natalie is committed to advancing resilient, accountable, and innovative public safety organizations. She holds a Master of Public Policy and Administration with a specialization in Public Safety and Security from Northwestern University and is a graduate of the Executive Leaders Program at the Center for Homeland Defense and Security at the Naval Postgraduate School.
