Kim Gathers currently works for the City of Phoenix Office of Homeland Security and Emergency Management, where she manages the Support Services section. Kim manages professional level staff, various interns, operating budget over $5 million, and the Phoenix UASI Grant Program.

Kim relocated to Phoenix, Arizona from Detroit, Michigan June 2006 when she was recruited by the City of Phoenix for its renowned Management Intern Program. Her professional career includes more than 20 years of government experience, including federal, state, county, and local experience.

Kim has extensive contract negotiations and management experience. Kim’s wealth of knowledge in policy and procedure development has afforded her the opportunity of leading major federally funded capital projects for the City of Phoenix.

Kim holds a Bachelor of Science degree in Political Science and Public Policy and a Master’s of Public Administration degree both from Oakland University in Rochester, Michigan.

Kim was elected to the Board of Directors of the National Homeland Security Association in 2017 and has served on the Program Committee. Other professional affiliations include memberships to the National Forum for Black Public Administrators, Women in Transportation and International Association of Emergency Mangers
